Part I: National Healthcare Reform: State vs. National
Now that the Healthcare Reform in going to be implemented on a federal basis, it is important to know how this legislature is going to affect our states.

- Identifying and i mplementing solutions to address rising healthcare cost

Keynote Speaker: Jay Curley, SVP and Chief Government and Public Affairs Officer for Public, Goverment and Regulatory Affairs Division, Blue Cross Blue Shield of Massachusetts. Jay's division is responsible for ensuring that BCBS of MA's interests are are represented in Washington, and in state and local government.
Part II: New Patient Protection and Affordable Care Act Requirements: An HR Perspective
The Patient Protection and Affordable Care Act transforms the Federal regulation of health care and health care financing. Among its many provisions, the Act imposes major new requirements on employers and their employer-sponsored group health plans, which are included in a series of mandates covering health plan coverage, automatic enrollment, and limits on waiting periods, and others. This program will explain these Act's employer mandates, and provide a timeline describing which provisions go into effect when. Special attention will be paid to issues unique to the staffing industry, such as the impact on temporary and seasonal employees. The program will also suggest plan designs to minimize exposure to penalties for violations of the Act's various requirements.

- What new non-discrimination standards mean for "two-tier" health plan designs
- When the auto-enrollment rules will take effect, and what they might look like
- The determination of "assessable payments" for failure to offer coverage

- How the individual mandate and state-based exchange rules affect plan design
- What plans will likely look like in 2014
- How the rules might change in response to court challenges
